I believe the answer is:

sack race

'event usually for children' is the definition.
(children's athletics event)

'kick people out' is the wordplay.
I cannot quite see how this works, but
'people' could be 'race' (people can mean a national group or race) and 'race' is found in the answer.
The remaining letters 'sack' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
