(I've seen this in another clue)

'east of germany into china' is the wordplay.
'east of germany' becomes 'ost' ('east' in German).
'into' means one lot of letters goes inside another.
'china' becomes 'pal' (china plate is Cockney rhyming slang for mate).
'ost' put within 'pal' is 'POSTAL'.

'from the' acts as a link.

(Other definitions for postal that I've seen before include "Relating to mail service" , "To do with snail mail" , "Type of order" , "Sort of vote" , "to go so mad in America" .)
