'subsequently put into bundles' is the wordplay.
'subsequently' becomes 'later' (subsequently means later on).
'put into' means one lot of letters goes inside another.
'bundles' becomes 'packs' (pack is a kind of bundle).
'later' inserted into 'packs' is 'PLATE-RACKS'.

(Another definition for plate racks that I've seen is " Kitchen accessories".)
