Although both the answer and definition are verbs in their base form, I can't understand how they can define each other.

'time to get through to a young thing' is the wordplay.
I cannot quite see how this works, but
'time' could be 'ten' (I've seen this before) and 'ten' is present in the answer.
'young' could be 'kit' (kit is a kind of young) and 'kit' is found within the answer.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
