(I have seen 'Segregated area ' mean 'ghetto' so perhaps 'area' could also mean 'ghetto')

'land round hard hard' is the wordplay.
'land' becomes 'get' (both can mean to secure or obtain).
'round' means one lot of letters goes inside another.
'hard' becomes 'h' (abbreviation used in pencil classifications).
'hard' becomes 'to' (I can't justify this - if you can you should give a lot more credence to this answer).
'get' going around 'h' is 'ghet'.
'ghet'+'to'='GHETTO'
