'land' becomes 'bag' (I've seen this in other clues).
'splits' is an insertion indicator (inserted letters split open the word).
'at that' becomes 'too' (used for emphasis eg 'and a cheap one at that').
'bag' placed within 'too' is 'TOBAGO'.
