Although both the answer and definition are singular nouns, I can't understand how one could define the other.

'run' becomes 'r' (cricket abbreviation).
'by' says to put letters next to each other.
'victor' becomes 'V' (phonetic alphabet: alpha, bravo, charlie etc.).
'in' indicates putting letters inside.
'an island state' becomes 'samoa'.
'v' put inside 'samoa' is 'samova'.
'r' after 'samova' is 'SAMOVAR'.
