I believe this clue is a double definition.

'laugh' is the first definition.
(I know that howl is a more specific form of laugh)

'cry' is the second definition.
(to howl is to cry out)

(Other definitions for howl that I've seen before include "Bay - cry" , "Bay, clamour" , "Laugh (or cry?)" , "Plaintive wolf cry" , "Long wailing cry" .)
