I believe the answer is:

'legendary king' is the definition.
(I've seen this before)
'off on craft' is the wordplay.
'off' becomes 'hur' (I can't justify this - if you can you should believe this answer much more).
'on' says to put letters next to each other.
'craft' becomes 'art' (I've seen this before).
'hur' after 'art' is 'ARTHUR'.

I am not very happy about this link. Some or all of it may be part of another bit of the clue.
