(I've seen this before)

'like a recording almost' is the wordplay.
'like a recording' becomes 'ontape'.
'almost' means to remove the last letter (most of the word but not all of it).
'ontape' with its final letter taken away is 'ON TAP'.

(Other definitions for on tap that I've seen before include "Available (for drinking?)" , "where C or H is seen?" , "Always available" , "kept in a cask" , "Freely available" .)
