'in favour of say an individual person' is the wordplay.
'in favour' becomes 'for' (as in being for a particular cause).
'of say' shows a homophone (sound like) (I've seen 'said' mean this).
'an individual person' becomes 'gone' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'for' sounds like 'fore'.
'fore'+'gone'='FOREGONE'
