I believe the answer is:

'like' becomes 'ural' (I can't explain this - if you can you should believe this answer much more).
'terminal' indicates one should take the final letters (terminal refers to the end).
'over' says to put letters next to each other (in a down clue, some letters go over others).
The last letter of 'air' is 'r'.
'ural' after 'r' is 'RURAL'.
