'after' says to put letters next to each other.
'scoundrel' becomes 'rat' (I've seen this in other clues).
'upset' says the letters should be written in reverse.
'female' becomes 'f' (abbreviation).
'rat' reversed gives 'tar'.
'if' after 'tar' is 'tarif'.
'tarif'+'f'='TARIFF'
