'drawn vote' becomes 've' (I am not sure about this - if you are sure you should believe this answer much more).
'securing' indicates putting letters inside.
'independent' becomes 'i'.
'ache'+'ve'='acheve'
'acheve' going around 'i' is 'ACHIEVE'.
