Long speech intended to delay parliamentary progress (10)
I believe the answer is:
filibuster
'long speech' is the definition.
'filibuster' can be an answer for 'speech' (thesaurus). I am not certain of the 'long' bit.
I cannot understand how the rest of the clue works.
Can you help me to learn more?
(Other definitions for filibuster that I've seen before include "delaying manoeuvre" , "delaying tactics" , "Mercenary" , "Delaying tactic to obstruct legislation" , "Waste time by making long speeches" .)
