'soldiers and pull back' is the wordplay.
'soldiers' becomes 're' (Royal Engineers).
'and' is a charade indicator (letters next to each other).
'pull' becomes 'drag' (drag is a kind of pull**).
'back' says the letters should be written in reverse.
'drag' backwards is 'gard'.
're'+'gard'='REGARD'

(Other definitions for regard that I've seen before include "Attention; esteem" , "Look at; admiration" , "Think of" , "Consider; attention" , "Attitude of admiration or esteem" .)
