'lots' means to remove the last letter (I've seen 'lots of' mean this (the majority of the word)).
'liquid' becomes 'pols' (I am not sure about this - if you are sure you should believe this answer much more).
'rising' is a reversal indicator (going up in a down clue).
'in' indicates putting letters inside.
'pols' reversed gives 'slop'.
'of' with its final letter taken away is 'o'.
'o' placed into 'slop' is 'SLOOP'.
