I believe the answer is:
cheer
'loud cry' is the definition.
'cheer' can be an answer for 'cry' (I have seen 'Cry of approval ' mean 'cheer' so perhaps 'cry' could also mean 'cheer'). I'm unsure of the 'loud' bit.
I don't understand the rest of the clue.
