'made laws' is the definition.
The definition and answer can be both to do with social activities as well as being past participle verbs.
Perhaps there's a link between them I don't understand?

'with member i criticised' is the wordplay.
'with' means one lot of letters go next to another.
'member' becomes 'leg' (member can mean a limb).
'criticised' becomes 'slated' (I've seen this in other clues).
'leg'+'i' is 'legi'.
'legi'+'slated'='LEGISLATED'
