I believe the answer is:

stoppage

I'm a little stuck... Click here to teach me more about this clue!

'make scene over' is the definition.
The definition and answer can be both acts as well as being singular nouns.
Maybe they are linked in a way I don't understand?

'old father downing tools' is the wordplay.
I cannot really see how this works, but
'old' could be 'o' (common abbreviation eg in OE for Old English) and 'o' is found within the answer.
'father' could be 'pa' (pa is a kind of father) and 'pa' is located in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for stoppage that I've seen before include "What plug achieves" , "Mini-strike" , "Onstruction in pipe or interruption in game" , "Obstructed condition" , "Instance of industrial action" .)

I've seen this clue in the Irish Times and the Irish Times (Crosaire).
