Although both the answer and definition are past participle verbs, I cannot understand how one could define the other.

'to capture a horse in base' is the wordplay.
'to capture' indicates putting letters inside.
'horse' becomes 'gg' (geegee or GG is a childish term for a horse).
'in' is an insertion indicator.
'base' becomes 'bed' (both can mean the bottom of something).
'gg' going within 'bed' is 'bgged'.
'a' put within 'bgged' is 'BAGGED'.
