I believe the answer is:

billingsgate

I'm a little stuck... Click here to teach me more about this clue!

'market' is the definition.
Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'charges ending in scandal often' is the wordplay.
I cannot really understand how this works, but
'charges' could be 'billings' ('billing' can be a synonym of 'charge') and 'billings' is present in the answer.
'scandal' could be 'gate' (as in Watergate and other formations) and 'gate' is found in the answer.
No letters remain.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for billingsgate that I've seen before include "Swearing" , "London fish market" .)

I've seen this clue in The Times.
