Although both the answer and definition are past participle verbs, I don't see how they can define each other.

'marshal urged fire power up-front' is the wordplay.
'marshal' indicates an anagram (I've seen 'marshals' mean this (marshal can mean to gather)).
'power' becomes 'p' (symbol in physics).
'up front' means one lot of letters go next to another.
'urged'+'fire'='urgedfire'
'urgedfire' with letters rearranged gives 'refigured'.
'refigured' after 'p' is 'PREFIGURED'.
