I believe the answer is:
full tilt
'maximum speed' is the definition.
(as in going at full tilt)
I cannot understand how the remainder of the clue works.
(Other definitions for full tilt that I've seen before include "At top speed" , "very quickly" , "Headlong" , "With maximum energy and speed" .)
