'intendant' can be an answer for 'administrator' (I've seen this before). I'm not certain of the 'opera' bit.

'mean busybody an' is the wordplay.
'mean' becomes 'intend' (to intend to something is to mean it).
'busybody an' becomes 'ant' (I can't explain this - if you can you should believe this answer much more).
'intend'+'ant'='INTENDANT'
