I cannot quite understand how this works, but
'measure' could be 'tog' (I have seen 'Measure of warmth' mean 'tog' so perhaps 'measure' could also mean 'tog') and 'tog' is present in the answer.
an anagram of 'there' is 'ether' which is located in the answer.
No letters remain.
