Meet one's obligations and, by implication, yap (3,2)
I believe the answer is:
pay up
'meet one's obligations' is the definition.
(eg to pay money owed)
'by implication yap' is the wordplay.
I cannot really understand how this works, but
an anagram of 'yap' is 'pay' which is present in the answer.
The remaining letters 'up' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
'and' is the link.
Can you help me to learn more?
(Other definitions for pay up that I've seen before include "Hand over the money" , "Discharge a debt" , "Give me the money!" , "Settle" .)
