Member is not around anymore to make laws (9)
I believe the answer is:
legislate
'to make laws' is the definition.
(I've seen this before)
'member is not around' is the wordplay.
'member' becomes 'leg' (member can mean a limb).
'not around' becomes 'late' (I can't explain this - if you can you should believe this answer much more).
'leg'+'is'+'late'='LEGISLATE'
'anymore' acts as a link.
I am not very happy about this link. It may be part of another bit of the clue.
Can you help me to learn more?
(Other definitions for legislate that I've seen before include "Establish rules" , "to do his job?" , "Pass laws" , "Make a ruling" , "what members do?" .)
