'campbell' can be an answer for 'clan' (I've seen this before). I'm unsure of the 'member of' bit.

'settlement facing alarm?' is the wordplay.
'settlement' becomes 'camp' (I have seen 'Temporary settlement' mean 'camp' so perhaps 'settlement' could also mean 'camp').
'facing' means one lot of letters go next to another.
'alarm?' becomes 'bell' (I can't justify this - if you can you should give a lot more credence to this answer).
'camp'+'bell'='CAMPBELL'
