Member of government predicting speech of new leader (9)

Ross

I believe the answer is:

inaugural

I'm a little stuck... Click here to teach me more about this clue!

'speech of new leader' is the definition.
'inaugural' can be an answer for 'speech' (inaugural is a kind of speech). I'm not certain of the 'of new leader' bit.

I don't understand how the remainder of the clue works.

Can you help me to learn more?

(Other definitions for inaugural that I've seen before include "Of an opening ceremony" , "Marking the beginning of, eg, an institution" , "Relating to start of job or course" , "Maiden" , "President's address" .)

I've seen this clue in The Telegraph.
