I can't judge whether this definition defines the answer.

'vessel be well-filled?' is the wordplay.
I cannot quite see how this works, but
'vessel' could be 'tanker' (tanker is a kind of vessel) and 'tanker' is found within the answer.
'well' could be 'oil' (oil well is a kind of well) and 'oil' is located in the answer.
This accounts for all the letters.
This explanation may well be incorrect...
