I believe the answer is:
presented
'is handed over' is the definition.
(I've seen this in another clue)
'minded after power' is the wordplay.
I cannot quite see how this works, but
'power' could be 'p' (symbol in physics) and 'p' is located in the answer.
The remaining letters 'resented' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
