Ross

I believe the answer is:

quorum

I'm a little stuck... Click here to teach me more about this clue!

'minimum number' is the definition.
(I've seen this in another clue)

'question nothing strange' is the wordplay.
'question' becomes 'qu' (abbreviation).
'nothing' becomes 'O' (looks like zero - 0).
'strange' becomes 'rum' (similar in meaning).
'qu'+'o'+'rum'='QUORUM'

'of people required' is the link.
This may not be right. Some or all of it may be part of another bit of the clue.

Can you help me to learn more?

(Other definitions for quorum that I've seen before include "Number needed to validate a meeting" , "Min. no. for a meeting" , "Number of members required for legal meeting" , "smallest number acceptable" , "Minimum permissible attendance" .)

I've seen this clue in The Times.
