Although both the answer and definition are verbs in their base form, I cannot see how one could define the other.

'forms' is an anagram indicator.
'super' with its final letter removed is 'supe'.
'rev'+'supe'='revsupe'
'revsupe' with letters rearranged gives 'SERVE UP'.
