'mischief' is the definition.
(I've seen this in another clue)

'rag repeated later making front page' is the wordplay.
I cannot quite see how this works, but
'rag' could be 'hanky' (I have seen 'small rag' mean 'hanky' so perhaps 'rag' could also mean 'hanky') and 'hanky' is found within the answer.
'page' could be 'p' and 'p' is found in the answer.
This may be the basis of clue (or it may be nonsense).

(Other definitions for hanky-panky that I've seen before include "Naughty fun" , "Skulduggery" , "Illicit slap and tickle" , "Funny business" , "Monkey business" .)

I've seen this clue in The Times.
