I believe the answer is:

'dried up' is the definition.
(I've seen this in another clue)

'moisture' becomes 'dew' (I have seen 'Overnight moisture ' mean 'dew' so perhaps 'moisture' could also mean 'dew').
'rising' says the letters should be written backwards (going up in a down clue).
'outside' is an insertion indicator.
'one' becomes 'i' (Roman numeral).
'having calm' becomes 'zen' (I can't explain this - if you can you should give a lot more credence to this answer).
'dew' backwards is 'wed'.
'i'+'zen'='izen'
'wed' going around 'izen' is 'WIZENED'.
