'sounding notices' becomes 'spies' (I've seen this in another clue. I am not sure about the 'sounding' bit.).
'in' means one lot of letters goes inside another.
'shop' becomes 'rat' (both can mean to betray someone).
'spies' going inside 'rat' is 'RASPIEST'.
