Mother, charming individual, cycling in expensive area of London (7)

I believe the answer is:
mayfair
'expensive area of london' is the definition.
(I've seen this before)
'mother charming individual cycling' is the wordplay.
I cannot quite understand how this works, but
'mother' could be 'ma' (ma can mean mother) and 'ma' is found in the answer.
'individual' could be 'i' (Roman numeral for one) and 'i' is present in the answer.
This may be the basis of the clue (or it may be nonsense).
'in' is the link.
Can you help me to learn more?
(Other definitions for mayfair that I've seen before include "quarter of the capital" , "Area of west London" , "Affluent London area" , "capital area" , "Wealthy London district" .)
