I believe the answer is:

mended

'being repaired' is the definition.
(I've seen this in another clue)

'motorway stopped' is the wordplay.
'motorway' becomes 'M' (as in motorway names - M1, M4 etc).
'stopped' becomes 'ended' ('end' can be a synonym of 'stop').
'm'+'ended'='MENDED'

(Another definition for mended that I've seen is " Repaired, fixed".)
