Perhaps they are linked in a way I don't understand?

'signify agreement' becomes 'nod' (I've seen this before).
'around' says the letters should be written backwards.
'at' says to put letters next to each other (I've seen this in other clues).
'club' becomes 'mace' (mace can mean a club or stick).
'nod' reversed gives 'don'.
'don' put after 'mace' is 'MACEDON'.
