Although both the answer and definition are verbs in their base form, I don't see how one could define the other.
'oscar taking jock out' is the wordplay.
'oscar' becomes 'O' (phonetic alphabet: alpha, bravo, charlie etc.).
'taking jock' becomes 'scot' (I am not sure about the 'taking' bit.).
'out' means one lot of letters goes inside another.
'o' placed within 'scot' is 'SCOOT'.
