Move on time to produce financial statement (6)

Ross

I believe the answer is:

budget

'financial statement' is the definition.
(I've seen this before)

'move on time' is the wordplay.
'move' becomes 'budge' (to budge is to move slightly).
'on' means one lot of letters go next to another (in a down clue, letters appear on others).
'time' becomes 't' (abbreviation).
'budge'+'t'='BUDGET'

'to produce' is the link.

(Other definitions for budget that I've seen before include "Government plan" , "Sum allocated for purpose" , "Plan of income and expenditure" , "Plan for expenditure and fund allocation" , "Plan of spending" .)

I've seen this clue in The Times.
