This clue might be a double definition.
'muslim leader's civilian' is the first definition.
'mufti' can be an answer for 'civilian' (I've seen this before). I'm not certain of the 'muslim leader's' bit.
'dress' is the second definition.
(I have seen 'Civilian dress' mean 'mufti' so perhaps 'dress' could also mean 'mufti')
