australian

'neighbour of 22' is the definition.
The answer and definition can be both people as well as being singular nouns.
Perhaps they are linked in a way I don't understand?

'almost entirely enthralled by a european' is the wordplay.
'almost' means to remove the last letter (most of the word but not all of it).
'entirely' becomes 'all' (I've seen this before).
'enthralled by' means one lot of letters goes inside another ('enthral' can mean 'capture').
'a european' becomes 'austrian' (Austrian is an example**).
'all' with its final letter removed is 'al'.
'al' inserted inside 'austrian' is 'AUSTRALIAN'.

(Other definitions for australian that I've seen before include "Person from down under" , "Cash, say" , "from Commonwealth" , "Native of, eg, Canberra" , "Native of Perth" .)
