'reload' is the definition.
Although both the answer and definition are verbs in their base form, I don't see how one could define the other.

'newly-arrived soldiers at the front' is the wordplay.
'newly arrived' becomes 'fresh' (I've seen this in another clue).
'soldiers' becomes 're' (Royal Engineers).
'at the front' means one lot of letters go next to another (some letters go in front of others).
'fresh' put after 're' is 'REFRESH'.
