'no consolation' is the definition.
'cold comfort' can be an answer for 'consolation' (I have seen 'Poor consolation' mean 'cold comfort' so perhaps 'consolation' could also mean 'cold comfort'). I am not sure about the 'no' bit.

I don't understand how the remainder of the clue works.
