forge

'fashion' is the definition.
(I know that fashion can be written as forge)

'not entirely neglect' is the wordplay.
'not entirely' means to remove the last letter (not all of the word).
'neglect' becomes 'forget' (forgetting is a kind of neglecting).
'forget' with its final letter taken away is 'FORGE'.

(Other definitions for forge that I've seen before include "Shape by heating and hammering, as smith does" , "Counterfeit - smithy" , "Blacksmith's workshop" , "Create; counterfeit" , "Smith's workplace" .)
