I believe the answer is:

(I've seen this before)
'not even sufficient' is the wordplay.
'not even' becomes 'oddly' (I can't justify this - if you can you should give a lot more credence to this answer).
'sufficient' becomes 'enough' (similar in meaning).
'oddly'+'enough'='ODDLY ENOUGH'
