'not exactly' is the wordplay.
'not' becomes 'un' (prefix meaning 'not').
'exactly' becomes 'just' (synonyms).

(Other definitions for unjust that I've seen before include "Unfair" , "Not fair or equitable" , "Biased" , "Partisan - not fair" , "Inequitable" .)
