Not inclined to be languid (8)

Ross

I believe the answer is:

listless

I'm a little stuck... Click here to teach me more about this clue!

'be languid' is the definition.
(synonyms)

'not inclined' is the wordplay.
I cannot quite understand how this works, but
'not' could be 'less' (I've seen this in other clues) and 'less' is present in the answer.
The remaining letters 'list' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

'to' acts as a link.
